In my country we call those filters that completely work under the water "submarine type". Some filters are on the top and some filters are hung outside the tank. Submarine filters are wholly in the water.

I've heard a shopkeeper say that a guy bought 100 tetra from her shop here Hong Kong and took them to Germany. She made the plastic bag much more oxygen than usual. She said the guy gave her a call that all tetra arrived in Germany safety. That's all I know.
