So... it might actually be true that algae eating shrimp don't lay eggs unless males are present? I suspect this, but haven't strongly looked into it. Looks like a boy, by the way :D I think.... my female's claws are much smaller. Then again, she's had to regrow them in the past. Very cool. An account of successful red nose larval rearing. Stumbling upon the right salinity (if it's not simply full strength seawater) is a big answer!

Those do look like ghost shrimp, as somebody mentioned in the past. But do they have claws at all, or are they really like atyids?
