Yes, they need saltwater/brackish water for survival. I did not try to raise the larvae and they died in freshwater. Where did you see the article that claims that these shrimp breed in freshwater?

Was was hoping that someone had succeeded and could say why. I'm wondering if these guy would do fine in day 19ppt saltwater and if the fry could survive at those levels. Do they eat rotifers (adults and fry) or just algae?

That website has, unfortunately, more wrong information than anything that looks close to being correct. I would not go by anything that you find there. I am sure the creators meant well, but nevertheless it's a bunch of incorrect information for the most part.

Again, as with most shrimp species, there is nothing published for the hobbyist. However, it should work the same way as with Caridina japonica.
