Keeping a shrimpless tank

Hello, my question is: If I have an aquarium that is set up, but without shrimp, do I still need to perform weekly water changes?

I don't quite understand your question. Do you mean you have a tank setup but NOTHING is in the tank right now? (ie no fish or inverts) If there is nothing in the tank and you are not feeding the empty tank consistently you likely have little/no beneficial bacteria and thus any shrimp you add will likely die from ammonia poisoning.

If you mean you have no inverts but a regular fish tank of course you still need to do water changes! 25-50% weekly is recommended, with 50% being highly recommended if overstocked for the particular tank size and/or dirty fish (goldfish for example which are very messy).
