I would not keep clown loaches with shrimp or snails -- they are food! If the shrimps are trying to escape -- they are trying to escape from the loaches.

My only suggestion would be if you have another tank to hang a bag of substrate from that tank in the filter of this tank to help with the beneficial bacteria and/or do a water change. It appears you will be over the cycle soon, but shrimp are not good at enduring cycling. I wonder why your ph is 8 ...

I have read numerous accounts of "ghost shrimp" eating other shrimp and fish as well. My guess is that they are long-armed shrimp as opposed to "ghost shrimp," or that "ghost shrimp" is such an ambigous name that it comprises any whitish/clear-ish colored shrimp.
