If you don't want inbreeding... you can buy a new batch of Tiger shrimps from some breeder and introduce them into your tank.

Should I cut back my java moss to like 30%-40% or even less ? and add a java fern? I think about a baseball sized amount of java moss would be enough to provide the babies with shelter.
