I agree with Ken's comment on starting over. But I would recommend you do it with store bought distilled water. We need to rule out your tap water as the problem.

Nobody has responded because you have provided very little detail as to what is in your tank, how you prepared it, etc.

I think you just need to wait a week or two for the tank to fully cycle and for the bacteria to develop. As far as the macroalgae, I believe it simply sucks up the nitrates as fertilizer, once the bacteria convert the nitrites to nitrates. Patience is the key.
