Overkill in what way? Weeks 1-4 are the general cycle. Weeks 5-9 are just follow on feeding schedule considering algae takes a while to grow.

Cycling the tank is super important but not all that hard considering the hardiness of this species. Here was my process recently for a new tank. Week 1: Set up tank. Add macroalgae. Add moss ball. That pH sounds high, even for Opae Ula. I don't know what the range is for them to be healthy, but I had my freshwater tank spike up to 7.8 and it sadly killed off some of the less hardy species I had in there.
