Yes, I'd drain it down to a few inches (but obviously keep the water) and take out anything that can move, like rocks. I'd get at least a gallon tank. Something that small seems a bit cruel, and a one-gallon tank doesn't take up much more space than a half gallon. Also, it's not as sensitive as a smaller tank. Two gallons is even better. Also, give your shrimp plenty of places to hide out. They feel comfortable that...

Wow, I'm cycling a tank and just had the same thing happen! It's cloudy on the bottom and crystal clear on top. I don't have any shrimp in there yet, just snails. So weird! I guess I'll stir it and see what happens.
