Generally a tank is safe to put the shrimp in once it starts growing algae. You can try just putting some of them in initially, just in case they react badly to the tank change.

Yup, I got similar or even the same kind of gravel for one of my freshwater tanks to make a sand/gravel mix for the substrate, and much of the surface gravel has turned white over the years.

Its also important to keep in mind that "0" on those water tests doesn't necessarily actually mean 0. It can just mean the amount in the water is too small for the test to detect.

Ideally you would mix the salt with the water beforehand, but measuring out the correct amount for the amount of water in the bowl and sprinkling it in over time may be your only option right now (outside of getting another tank and setting it up). If they're still happily scrubbing away then there is food. Still, if there is no visible algae then you can add a tiny bit of food as a treat every month or two.

They may eat pieces that die and start to decay, but healthy macroalgae seems to be too tough for their mouthparts.

Perhaps, but its also pretty common for first time super shrimp moms to drop all or most of their eggs. I don't think anyone really knows why, though it could be a maturity-related thing.

The water change I think would be enough, though you could always add some conditioner like Prime as it won't hurt anything. Also, my impression has been that even if they are undisturbed its not unusual for first time berried females to drop all or most of their eggs. So don't worry too much even if it does happen.

Indeed, snails going dormant is normal and its best to not assume them dead unless you can see far into the shell or can smell rotting flesh when you pick up and sniff a shell (will likely only work on larger snails).
