Generally a tank is safe to put the shrimp in once it starts growing algae. You can try just putting some of them in initially, just in case they react badly to the tank change.

Yup, I got similar or even the same kind of gravel for one of my freshwater tanks to make a sand/gravel mix for the substrate, and much of the surface gravel has turned white over the years.

Its also important to keep in mind that "0" on those water tests doesn't necessarily actually mean 0. It can just mean the amount in the water is too small for the test to detect.

Indeed, snails going dormant is normal and its best to not assume them dead unless you can see far into the shell or can smell rotting flesh when you pick up and sniff a shell (will likely only work on larger snails).
