Yes, it's fine. Just take out as much water as you can out of your tank, mix the salt into it in a different container, and then pour the water back into your tank.

Seems like your tank has recovered and is doing nicely. No need to mess with the parameters, everything looks fine. I'm pretty sure that if you introduced shrimp now, they would be just fine.

The tanks for Supershrimp don't really need a traditional "cycle". Hence feeding an empty tank is neither necessary nor desired. I don't feed for at least a month or two if it looks like the shrimp are actively picking at things and producing feces. If no algae appear after 2-4 weeks, then...
