My guess is not enough cycle time. 2 weeks probably would have been enough time IF you had included some rocks and a small amount of water from your established tank.

You also don't mention anything about light. It can take longer to cycle if you don't have enough adequate light.

It seems like there would be a more recommended way of cleaning algae off of plexiglass. I have an acrylic tank and we've cleaned that glass with an acrylic safe pad we bought from the local Petco/Smart. A quick Google says plexiglass is harder than acrylic. That sounds like a balanced system to me. Isn't that plants and animals in a self-sustaining habitat?

It might be hair algae. If you reach in and touch it, is it really fine and slimy? If so, it's probably hair algae. I end up with a crop in my tank every year or so. I'm not sure if the 24/7 light is a good idea. I remember reading someplace that plants, algae, and bacteria need a day/night cycle to replenish and grow properly. If you continue the 24/7, I'd be interested in hearing how it works.

I know this is a few days late, but I'm wondering if you can siphon out the water in the lower layer then fill the top layer with new brackish water. Mix it up well and check the salinity.

Then again, at this point it's probably better/safer to start over.

That's about a 5 gallon tank, so you could probably start with anything less than 50 shrimp. If you go too few they'll all hide and you won't see them. In my opinion, a nerite is a good idea but only if/when you have a lot of algae. Depending on your lighting, you may never get that much. If you put a nerite in too soon it may starve.
