I had trouble mixing up Instant Ocean salt as well. I ended up heating up some water to help it dissolve but it didn't work very well. Nope it never disolved. I looked it up elsewhere and found that it sometimes happens with instant ocean, especially with older batches or if it gets exposed to moister/air and clumps.
