Why do some female cherry shrimp have a lighter line running down their bodies towards the tail and some females don't?
Does the line indicate a fully matured female?

I don't think it means anything in particular. It is sort of like straight hair vs. wavy hair.

As to fully matured.
I have small Shrimp, 1/2 inch with this stripe.
It is hard to get a picture of this , on these small Shrimp. Or I would Post a picture.

No. Line or no line is just part of their natural variability.
