Or, do you need a importing license ?

It depends...
If they lie on the contents, it is illegal. If you get caught, you will be fined a couple thousand dollars.
If they put down the actual contents in the shipping document, it will be legal. Most carriers can take care of the inspection and custom for you.
(for restricted animals, you need to get a permit for that shipment)
(for US banned animals, for example, asian arrowana, it is BANned)
