I have a 20L tank in my office. During daytime when the aircon is switch on, the tank temp is ard 25C... but over the weekends when nobody is in the office the aircon is switched off, the temp in the tank can soar up to 32C or even higher...
Will it be better for me to place a heater to regulate it to 28C-30C to minimize the temp difference?
I have the tank for more than 2yrs... and i dun notice it to be breeding... perhaps it is due to the big variance of temp that the shrimps are experiencing regularly?

No heater should be needed unless the room gets really cold for extended periods (like below 15 degrees celcius). Likewise, these shrimp breed at a wide range of temperatures and are adapted to handle rapid changes in conditions. So it seems doubtful that weekly changes in temperature would inhibit breeding, but I can't be sure. How many shrimp are in the tank? If its only a few then you might have had bad luck and only have one sex present. Are you feeding them? Excess nutrients is one thing that may inhibit breeding (or at least survival of the young).

should have abt 100pcs in the tank...
i'm feeding them abt once per week...
recently bought this "booster" from a local shop selling this supershrimp... the owner claimed it can boost breeding activity... from what i see it is probably 95% spirulina poweder... and another 5% reddish colour powder that i am unsure what it contains... it does attracts the shrimps rather quickly to the surface... but after using it for abt 3-4weeks... still no signs of any breeding yet... i suppose this is just some gimmickry...
and i am wondering if those breeding liquids for Crystal Red Shrimps works for opae ula as well?

It sounds to me like you're feeding way too much. Try leaving the shrimp unfed for several months and see if they start breeding.
Its important to keep in mind these are not the freshwater shrimps that so many products in the hobby are built around, what works for them may not work for the supershrimp.
Also, keep in mind that once the population reaches a certain density these shrimp tend to stop breeding.

i dun think it is the feeding regime... i had a similar tank at home and feed them the same way... the only difference i notice is the water temp... the temp at my home is more consistent and that tank is breeding on and off...
yah maybe i try to cut down on the feeding for that tank to see if it helps...
so far all my big tanks are either bought from shop or ask hobbyist to setup for me... planning to do another big tank for my mum house... maybe this time i try to do it myself...
