Sorry for all the questions. I usually travel to Puerto Rico once a year and have always wanted to collect while there.

I was informed that collection was permissible as long as the species I collected were either non-regulated or obtained (with owner consent) from private water bodies. Generic fishing licenses and shrimp-specific permits are readily available at reasonable cost (see the link I provided on the first page) to non-residents, though certain cases (outlined in said link) may see exemption from their requirement.
