problem...

my small shrimp tank recently found many small (underwater) fly babies moving around the tank. Please advice how I could getrid of them without introducing fish in the tank... Thanks!

Net them out and dump into a tank with fish in it (if you haven't got fish, given them to a friend who has fish--they're great fish food). Or just net them out and put them out to dry somewhere (don't flush them) before you dump them in the trash.

...those dump things are just to small to net...

Use the kind of net you use for baby brine shrimp.
