First off, I have a 10 gallon tank lying around. I do not have a sponge filter for i do not know what they are. Would anyone kindly recommend me a specific sponge filters that does not cost a lot? I plan on raising RCS. Could anyone tell me what the Nitrite, Nitrate, Ammonia, and pH should be at. Also putting Java Moss should be no problem, right?

Is there anything else I should know before setting up my shrimp tank? Oh yeah, i do have one of those underground bubbling things.

This may not sound like much of a welcome, but you just broke a bunch of rules. Please go back and read them, then read the articles in the articles section on keeping shrimp. All your answers are right there.
