Leaf Litter (oak) not staying on bottom

Hi guys,
I renovated my tank to create a closer habitat to what I've read on here for my cherries. I removed all plants and soaked some oak leaves for a leaf litter bottom but my problem is even after 2 weeks the leaves are not sitting on the bottom. I have quite a bit of flow from the HOB filter and also have a bubble wand which could be contributing but without weighing the leaves down they are basically sitting up at the bottom of the tank and not looking very nice as they hide a good portion of the view.
