dying cherry shrimp ?

I have a 10 litre tank.... Yes very small I know but I only have 10-15 red cherry shrimp the tanks been running since July but I just cannot stop the shrimps from dying off by one or two a week.....I think it's a shedding problem as all the dead ones have a white line on there back yet other shrimps seem to moult no problem ? I've added cuttlefish bone into the filter to increase the calcium in the water but it doesn't have seem to have done the trick any other suggestions ?
