CRS eating surface scum

i've been trying to get rid of this surface film in my 10 gallon tank for awhile. But recently i've been seeing my shrimps climb on the highest plant just to pick on the surface. What are the contents of this film?

That stuff is usually made up of water insolubable organic material and microorganisms (i.e. mostly bacteria)...so it's ok for the shrimp (and fish) to eat it.

can the shrimps catch those wiggling worms in the tank also? if they can, they're truly clean up shrimps

because i see empty snail shells.
i've notice a very tiny creature... as small as the eyes of a 3 week shrimp baby. It bounces around like a tick... what do you it might be?
