Why yes you can! Just give enough food and prolly add some live plants. Good luck and stay away from Filter feeding types, as they need more room.

The problem with, and why some of us discourage using small tanks, is that since they hold less water (and a bigger tank), the balance in the tank can more easily and faster become bad, killing your shrimp before you realize anything is wrong. Figurnig how much to feed them without polluting hte water, doing cleanups and water changes to maintain the clean water quality shrimp need will be a whole lot harder with small tanks than with bigger tanks.
