Ammonia = .25, is that too high?

Found about 6 dead in 3 days and probably more dead in the back.

What is causing them to die? Copper? I added the NovAqua that removes copper.

0.25 ppm ammonia is too high. If your ammonia levels are detectable on an aquarium test kit, it is too high.

What is the best way to remove the ammonia?

Short term: Massive water changes. It can be neutralized with conditioners like Amquel, but I don't know how shrimp will react to the chemicals. Lowering the pH to about 6.5 with convert the toxic ammonia to nontoxic ammonium. Lowering the water temperature will also decrease the toxicity of the ammonia.
Long term: Good biological filtration.
