Dust?

Two days ago I noticed this brown "dust-like" stuff on my fake plant. This is a new tank I've been cycling since Aug. 27, no shrimp in it yet. Distilled water, Instant Ocean salt (like I used in my other tanks), everything was rinsed in boiling RO water prior to placement.

If I move the leaves, the dust easily falls off, so it's not stuck, not like algae, that I can tell. Tank has been covered, can't think of anything that would have gotten inside that would explain this.

Has anyone seen this before?

I was planning on ordering them this week. The temps are finally cool enough in my area to have them delivered.

Could just be biofilm that first formed, then kinda crumbled away after the nutrients were used up. Could also be died off suspended bacteria/algae from the water column. My last guess would be some dusty debris from the substrate. Whatever it is, I don't think it's going to cause issues. :)
