Marimo balls will decay over time in brackish water. They are not suitable for an opae ula shrimp tank.

Why? I always use a calcium source in all 13 of my tanks and they are healthy and actively breeding. It is recommended by Mustafa.

I do not see a calcium source in the tank, unless the mixed quartz is. It is needed for buffering. A chunk of cuttle bone works well as do crushed egg shells.

.. Leave them. They will self regulate, and 18 is not too many for a 2.5 gal tank. Also, snails are a must have for an opae ula habitat. They do a great job of deep cleaning the substrate.
