I keep mine at 70 Fahrenheit 66 should be OK and if you are really concerned put a heater in the tank.

There activity probably isn't because they are happier even though it might look like that! Supershrimp usually get really active when anything exciting happens to them or any changes are made to their environments. For example, whenever I add water too my tank they all get very excited and swim aro...

Mustafa is right. Another thing to consider is their size, you said they where about the size of a pin head. That is very small I think that it is safe to say they are probably still VERY young and have not fully developed
