It might start by itself, but the algae probably would not be tetraselmis.
I've never tried going so small as 200 ml. Adult brine shrimp would be very cramped in such a small container. You would have to try it for yourself. Closed environments are very tough to sustain. My system needs periodic boosting with ferts a couple times a month, and it gets air from the outside world.
All I can suggest is that you give it a try and see what happens.
