No fish is really safe for a shrimp tank as any fish will gobble up at least the babies. Having said that, you can have very small fish together with shrimp in a community setting...fish that get to be about as large as an adult shrimp. You won't have a shrimp population explosion in such a tank but the colony will survive given that you have lots of hiding spaces in the form of plants, decoration etc. so the babies can hide away from the always hungry fish.

I have never tried hatchet fish with shrimp, but, given that hatchet shrimp are surface dwellers and usually eat insects that happen to fall into the water, they may actually work out in a shrimp tank. I'm sure that they will go for any shrimp that happens to swim by and that fits in its mouth, but the losses should be minimal compared to fish that actively cruise all levels of the tank in search for food.
