This explains everything you need: http://www.petshrimp.com/opaesetup.php

As for a direct answer, the general consensus here is that while a filter does not necessarily harm them (some people here do use filters) it isn't necessary either, and indeed may bother the shrimp to a degree. I know mine HATE any water movement in the tank (they swim around in a panic for quite a while if I have to add water or move something around). Their natural habitat is very still water, with no active aeration (macroalgae helps produce oxygen too). They are among the few aquarium animals that thrive without a filter or heater (and among the even fewer that don't need water changes).

Nope. I used to have a filter but I scrapped that. My 3 tanks are filterless. :)

Thanks! I am really fascinated by these shrimp and plan on getting a tank in the spring. I don't think they will ship shrimp now because it's too cold here.

Not only are filters not required (and can actually produce *too much* water movement and disturb the shrimp) they also cause salt creep..i.e. you'll have salt crystals all around your tank and possibly flaking on the table and the ground. It's not only unsightly and a pain in the butt to deal with but also changes the salinity over time.
