Well its taken a long time, but I'm finally seeing some baby snails. Over time I've also uncovered a fair amount of dead or semi-dead algae that formed under the sand (but where light could still reach against the glass) from when the tank was freshwater. Perhaps that was causing the snails problems with toxins when they burrowed? Regardless, most of it has been dug up by me and eaten by the shrimp. Its a funny thing, the shrimp devour seemingly any uncovered organic matter, but they are utterly clueless about digging even a millimeter down to get it.

Yes, the shrimp are completely unselective when it comes to organic matter...they'll eat everything. And you may be right...the snails don't like anoxic areas and where the algae was dead and decaying it was probably anoxic.
