Not Cycled? pH Spike!!! Need to transport also. HELP!

OK This is shrimp related:)
I just bought a new 5gal acrylic tank for my red cherries, they have about 15 babies that are very visible and several new borns hanging around.

The pH in the established tank that they live in is 7.4-7.6, the pH in the new tank is 7.8!
I put MOSTLY fresh water, some water from the established tank, a nice amount of java moss and a few snails. Just now after the test I added a cuttlebone, hopefully this will get the pH under control. Is 7.5 pH bad? would 7.8 kill? Ammonia and Nitrite are at 0.
I just installed the tank yesterday, but im wondering if the older water, snails and java moss will help cycle it quicker. I have a carbon filter installed also.

Any advice on how to transport these critters w minimum stress? Water is same temperature (76F)

I find that small variances in PH or KH/GH/Temp make very little differences as long as you properlly acclimate the shrimp (or even fish) to it's new living conditions.
