if kept in sufficient numbers (in the hundreds) would cherry shrimp, green shrimp or even snowball shrimp be able to really clean up an algae infested tank? And Which dwarf shrimp in your opinions would be best suited to eating hair and green spot algae?

I've been using Cherries (about 40 or so) to keep my crystalwort (Riccia fluitans) production clean. It comes out of my growing tanks covered with all sorts of hair algae. After a week it is very clean. 20 take care of the amount that covers a 5 gallon tank 2" deep.

I've never seen any algae growing on the glass so far. Another 10 gallon tank with I put the finished product in gets algae on the glass all the time & I scrape it.
