I've done some searching but haven't hit the answers I'm looking for just yet.. So here goes..
I have a 29Gal all setup and planted with only a common pleco and some ramshorn snails. I received my 10 RCS yesterday and juest need a few answers.
About how long does it take a juvenile RCS to reach sexual maturity?
What temp range is best for reproduction? ( I currently keep it @78*-80*F )
Is there anything else I can do to help the process?

The shrimp you received should be able to reproduce within a month or so. And your temperature range is just fine for them.
Now, just go ahead and read the articles I wrote and search the forum using keywords relevant to red cherries and breeding. You want to make sure that your shrimp have optimal conditions. If that is given, breeding will happen eventually.
