Is this normal?

Hi guys, my tank has been running for almost 13 months, there is a lot dark cotton looking thing on the bottom. No berried shrimps ever. Several death over the year. Is this normal?

What size & how many opae? What are you feeding?

Tank is 50 Gallon, 50 shrimps, and i don’t feed anything. Thanks!
