Absolutely. Tetras are evolved to eat exactly this type of food.

if u want maximum chances of survival, go with a shrimp only tank. fish will eat anything, esp if it's live. if u have plenty of hiding spaces (eg. java moss) and u don't mind losing a few to keep the population in check, fish are ok.
